In his introduction he was Robbie's bully he emotionally and physically dominated over, but the second he pulled that shit on Spiderman he got beatdown fast and utterly put in his place.Him having skin of stone I'm sure was added later. I think he was a character meant to be one and done but writers and fans liked him enough to be a recurring.
