But his unpredictability is what makes him a threat during the buildup. When Batman is investigation, following leads, tracking whatever Joker is doing this time around, that's when the Joker is the most difficult to deal with.

But after that, when it comes to the actual confrontation, he's usually not a problem anymore.

That's really just a thing in the last 10-15 or so years. Mostly from stupid shit like Salvation Run where half the villains forgot that Joker cannot threaten them with a rock in any way, and at least a third totally forgot they could just fly off that planet without any trouble.

Pretty much, joker is a schemer and trap maker. He was never really much for a fight. Once Batman broke his traps and beat up his thugs he was considered to be instantly defeated before the first punch was even thrown.

Really it's the post 2010s mindset of popularity equaling power thing that means Joker should always defeat anyone less popular than him. Also Batman being elevated to undefeatable Bat god, yet this guy routinely gives him trouble means he must also be some kind of unstoppable godlike entity.

The Joker originates from the same magazine that The Shadow appeared in. Yes, Batman's creators have admitted to pulling from The Man Who Laughs and a Joker playing card as inspiration, but there's more to it.

Whatever negatives people find with TKJ that's one of the things I appreciate about it, Moore has it that once Joker's setup gimmicks are through, all of which Batman is shown having some prepared response for outside of a point blank shot to the face, Joker knows and admits plainly that Batman can effortlessly beat him into a stain on the ground.

He's wily, but there's no horseshit about him being so chaotic his moves can't be predicted or so crazy pain is pleasure, he's clearly aware he's just a guy. In fact he even had two goons with him when he went after Gordon because he probably knew even an old cop could slap him around once properly pissed off. Writers since then have forgotten villains having limitations and awareness of them isn't a flaw, it adds tangibility to the story instead of everything just plainly having things happen at the whim of the writer's plotting or reader popularity polls.

DC treats street levelers as plot device counters to godly super human plot devices called superheroes and supervillans. Superman strong or Flash fast demi god characters can't simply overwhelm regular non powered characters with their powers and abilities, they have to hold back and become vulnerable and open to weaknesses so they wont feel like uncaring cruel monsters who can take over the world and dominate everything. And worse the peak humans always have time and the edge on the former even though they would fall short of getting the jump on the latter since superhumans are supposed to be beyond being falling short of normal people mentally and proactively.

In short. DC comics are dumb and are biased to Batman type characters and Joker is the worst type of character since hes Batman's equal in being a normalized plot device thay can beat gods.

Its not that he's crazy, well he is, but more that his insanity mixed with his nihilism to the point where he's cannonically aware he's a comic book character. He can go toe-to-toe because he knows on some level that DC would never let anything permanent impact him negatively because the readers would riot.
