DC treats street levelers as plot device counters to godly super human plot devices called superheroes and supervillans. Superman strong or Flash fast demi god characters can't simply overwhelm regular non powered characters with their powers and abilities, they have to hold back and become vulnerable and open to weaknesses so they wont feel like uncaring cruel monsters who can take over the world and dominate everything. And worse the peak humans always have time and the edge on the former even though they would fall short of getting the jump on the latter since superhumans are supposed to be beyond being falling short of normal people mentally and proactively.In short.
