Bear in mind that your Attosecond meme isn't Barry's normal capabilities. Drawing from the speed force requires focus, sheer will, assuming his body doesn't give out before pulling off such amazing speeds. In certain stories even calorie intake/stress on his body can be a limiter. The thinking fast ability also has drawbacks, an example being Barry once thinking of every outcome to a situation but it left him "daydreaming" and exposed enough to get shot by a simple bullet. Traveling through time isn't as simple or even feasible in most cases like that shitty CW show tried to push. Also keep in mind a lot of Flash villains directly counter his speed too.So I guess the short answer is Barry's mental state is a constant "foot on the gas" situation, knowing how much energy he can draw from the source while also keeping his own body in check
