Perhaps people who are from cultures less used to spicy food see spicy things as a source of pain and therefore more of a challenge to prove you can handle it. And probably some white people who enjoy spicy food get annoyed by the stereotype and go overboard countering it. But I think it's a universal human challenge with spicy food around the world and through history to see handling spicy food as a sign of bravery. I mean you're overcoming something that can be painful, so it's natural to turn it into a test. China has chili pepper eating contests and regions like Hunan and Sichuan take pride in their spicy food, and in the pre-Columbian Americas spice tolerance was already viewed as a sign of strength before Europeans ever arrived. Actually, maybe that's where the specific culture around it came from in America too, people competing around eating spicy peppers in places like Texas and the American Southwest after being exposed to it. Obviously Youtube challenges and all have made it all the more popular lately too. American culture in general also seems to be into challenging yourself and food challenges, see Warheads candy where it's intensely sour on purpose.

Guys the "spices were used to conceal the taste of rotting meat" thing was a Renaissance era myth about kings needing to mask the taste of rotting meat in the Medieval period by over-spicing their food, which was later applied to the food of other countries as it was discovered how they spiced their food. Think about it logically, why would people expend something that was historically extremely expensive on rotten food that would have made them sick regardless of masking the taste?
