Partially, it was jealousy. Buzz was so much better than Woody technologically, he had this amazing backstory, all these cool features, and most importantly, all the other toys and even Andy himself seemed to like him more and forgot all about Woody. That would be bad enough, but this Tim Taylor asshole also thinks he's Space Jesus or something and keeps yelling at him saying he "delayed his rendezvous with Star Command" or some shit. Buzz is this arrogant prick to Woody, and in all fairness he somewhat has a right to be.
That being said, Buzz was not what he thought he was, and if he continued with this charade he would likely expose the toys' secret lives or get himself broken — which he would end up doing trying to fly out of a window
In a way, it can be said Woody was trying to save Buzz from himself
Isn't it remarkable that the first CGI movie is still the best one? Toy Story 1 is still excellent irregardless of what technology was used to make it

IIRC, the creators stated somewhere that the toys freeze on instinct and it requires a lot of effort to ignore it.

The toys are animated by the imagination of the humans that personify them as living creatures. If they see that they are in fact alive they'll stop imagining they are, cutting the toys off from the psychic energy that animates them, so toys have developed a natural survival instinct to avoid that.

Woody understood the fundamental laws of nature that his existence followed and couldn't believe that his rival was surpassing him in all things and was doing so in total ignorance of said laws. Buzz posessed no deep understanding of the world he inhabitated, no appreacition for the deeply ingrained hermetics that every Toy was imbued with at the point of their creation. Woody not only knew of the hermetic seed to Toy existence like his peers, but he understood it on an existential level. He devoted himself to it. A Toy is only as good as the higher power he strives to serve and become close to. Without a higher power and understanding your relationship to it you're not a Toy. You're not anything. That higher power is, first and foremost, a kid.

Yet Buzz was blessed by higher powers and carried favor without ever recongnizing their existence, pushing Woody out from divine light in the process. Woody is frustrated by this and through spite he attempts to teach Buzz hermetic understanding to dismantle his false perception of reality in a malicious fashion after failing to retake his position of priestly standing by trying to kill Buzz. Only with Buzz going through the depths of despair and terror by being confronted with the nature of evil (Sid) that he can be humbled enough to begin to accept hermetic truth, but even then, Woody through his own compassion expands his understanding into a true Gnosis. Woody, despite wishing to kill him countless times out of jealously, realizes the error of is own arrogrance and gifts his enemy his own divine knowledge of Toy existence out of a genuine desire to enlighten and to ellevate Buzz. With this divine truth Buzz is able to break through his spiritual suicide and bring himself and woody back into the arms of their higher power, Andy.
