Loved the destruction you could cause (even if it did penalize you for it in a lot of missions). Just imagine a new game with the same setup, but graphics that could make the buildings get progressively torn up as you have the juggernaut characters bash one another through walls and bring whole infrastructures down on them.
I want a superhero videogame that lets you populate a city with custom created heroes (maybe custom villains too); set up teams and relations between them then just have a sandbox where you fight crime and solve emergencies.

Being oddball hodgepodges is one of the better qualities superhero comics have. Swamp Thing dealing with traditional horror monsters (werewolves, vampires, ghosts) one month and then meeting a pulp Barsoom stand-in like Adam Strange the next month is awesome. And there are examples like this in most long running superhero series. If you don't like this, maybe you don't like superhero comics? There are other genres. Or you can stick to TV.

I could see either randomly generated events like robberies, fires, etc, and then calling in the heroes that could work best to resolve the matters (water or even fire heroes for burning buildings, speedsters for crooks fleeing in vehicles), and of course maybe secrets that could unlock by either assembling the right team that can take on a special threat, or managing to overcome a challenge and leading to special rewards like new heroes or otherwise inaccessible events.
