There's no way Warburton wasn't aware of KND being a cooler concept, he probably just felt like it stood out too much in the cartoon climate of the time so attached it to Kenny and the Chimp. Seriously just look at how bland Kenny's design is compared to each of the KND ones.

By then Cartoon Network focused solely on 7-minute gag cartoons like Dexter's Lab and Cow & Chicken and somewhat resembled older Hanna-Barbera cartoons. CN was slowly starting to move away from that format towards the new millennium and had 11-minute cartoons, so lucky for us, Kenny and the Chimp got glaced over for KND.

The creator probably thought the kid and moneky duo was easier to more pitch to higherups, so he gave them the spotlight over the more creative concept.
