Things like the cartoon pilot and the comics both have her wall-jumping and doing triple somersaults to dance around a room which is clearly faster than how she moves in the show. I'm willing to give her a little lenience there because practically every live-action character has those same pitfalls. Even Wesley Snipes Blade moves significantly slower in his actual choreography than him being bullet timing should imply.

I think it makes sense a writer would interpret that as him being able to Neo dodge bullets. It's also why I think Superman and Flash are bad examples, they have super speed as core powers featured in practically everything they do. Someone like Buffy and I'd argue Blade exist in a nebulous superhuman tier where they aren't explicitly super fast but still exist in a range where those feats are on the table and not commented on. It's similar to Batman sometimes getting bullet timing feats, and you can see that in the Blade films. Angel has super speed as a power and so has more super speed feats and less anti-feats even if he never Matrix dodges a bullet in his show. It's why I said I think Blade would be faster but not in a way Buffy couldn't keep up, I don' think it would align with how either operate.
