Which side he's on is often a coinflip. In the majority of circumstances, Bugs wasn't the instigator. There were a few times when he was, don't get me wrong. But he's not usually the one who barges into Elmer's home to point a gun at his face. The reason people often sympathize with characters like Elmer and Sam in spite of their initial antagonism is due to their ineptitude. Even though they're the aggressors, because Bugs is often so far above them, he doesn't really feel like an underdog.A lot of cartoons later down the line did attempt to mitigate this issue. For instance, in What's Opera Doc?, it starts with Bugs running for his life trying to escape from Elmer into an opera house. The short cleanly establishes Bugs as the victim just doing whatever he can to survive. Various shorts used different methods in order to try and address the problem in other wise. The shorts in which he's going up against the Talking Wile E. Coyote depicts Wile E. as an arrogant snobbish tool. Bugs exclusively retaliates against Wile E., never acting unless he's attacked first, often turning Wile E.'s tricks and gadgets against him.
