Something about the mask bugs me. I know they kinda alternate between "goofy" and "deranged" with him but even when STAS did it, the whole point was that his costume made him feel more child-like to portray him as emotionally stunted

But calling it "bad" means you haven't seen the slop DC is pushing out in those awful web toon stories.
Or you haven't see the 10s to 100s of awful books on Indie Planet. It's one thing to have people do quick sketches on a draw thread here for shits and giggles and it's another when you expect people to pay for it. This is not attractive and is an acquired taste, sure - but "bad" is relative.

I have to admit, Prince finally found the right balance between navel gazing, comedy and Silver Age wackiness with this issue. The art is still an acquired taste, but it worked as well. I hope the remaining issues sticks to this level of quality.
