It's just profoundly unlikeable. There's nothing really funny about it, none of the characters are funny and the situations they get into aren't funny either. Mindy does something retarded, Buttons gets stressed out and tries to mitigate it, and the latter gets chewed out in the end for reasons beyond his control which doesn't even make it remotely satisfying to watch. There's absolutely zero appeal whatsoever to these segments.
Perhaps it was a good idea that Animaniacs 2020 cut out all the side segments? Majority of them frankly sucked.

The vast majority of them were total shit and the only cut segment with any degree of genuine merit was Slappy's, with the rest ranging from boring to just incredibly repetitive and devoid of anything resembling fun. There's no one in the world who mourned the fucking Goodfeathers, Chicken Boo, or especially Mindy and Buttons.I watched this show a lot and the only segments I remotely cared about were the Warners and Pinky & the Brain.
