The Federation isn't socialist. It's functionally post-scarcity, questionably post-monetary, and what little we see of its economy and internal politics points to an incredibly hands off and non-interventionist government. If anything the Federation should be classified as some kind of libertarian. Though it should be noted that despite the name the Federation is fairly close to a confederation in terms of how it operates, so there very well could be socialist constituent states within the Federation.

Whether or not they use money in the Federation is a completely different issue. As far as property goes, interstellar travel, habitable planets, and short-scale terraforming are commonplace in the setting which deprecates the value of property. Canonically, humanity in Trek has something like four independent governments across three star systems representing it in the Federation; non-canonically, the population of Earth in the TOS film era was less than five billion people as per the technical manuals.
