People have always complained about Dirty Harry or Death Wish also, critics called those movies fascist when they were released. I think the fact Frank is a character in American comics (where people like Mark Waid are still fighting for every hero to be a paragon of virtue) doesn't help. Ennis has even said that Punisher has more in common with the heroes in British comic strips like Battle and Action than most superheroes stateside. I think part of it is the skull stuff, part of it is overcorrection from people who resent how "edgy" comics got in the 80s through the 00s.
