They're doing difficult work. There seem to be no guidelines on who can apply for a Smiling Friend, and the first episode made it clear that the call can even be made by someone else on the behalf of someone that's already given up on ever smiling again. Any given case could be hopeless. Pim's persistence is the most valuable trait you could have in this line of work, and Charlie's at least usually willing to stick it out as long as Pim does.
