In the animated adaption of this story they had to have him start killing people for no real reason because otherwise he'd be right. We already suffer under political powers we are powerless to oppose, so it might as well be Superman who will also solve a bunch of other world problems instead of being the one behind them like the current rulers are. The U.S.A for example keeps people poor, hungry, homeless and fighting each other because fixing those things does not suit whatever agenda or bottom line the government and corporations are pursuing for themselves. They could probably fix those problems instead of sending over 1 billion USD in tax-payer money to fund the war that Superman ended in the OP image. Superman will fix those problems, so even if he is a Dictator, it'd be better to be ruled by Superman than the Guys who are actively causing you problems already.The US Government was willing to commit crimes like kidnapping, and work with convicted criminals like Mirror Master and Captain Boomerang, just to protect their own power against Superman.
