You always saw hints of it but once the Bush years ended and they had nothing to satirize, you can tell that's when the staff decided to go crazy with making it more character oriented.
They tried satirizing Obama in one episode and the only joke they could really come up with was how much people were dickriding Obama

The reality is the Bush years were kind of this golden age for satire. He enacted some of the most authoritarian laws and dragged us into a war that was Vietnam levels of pointless while trying to have this energy of a goody two-shoes straight laced "I'll be the designated driver" energy and the juxtapose in all that made the whole situation fucking hysterical.
9/11 literally made criticizing the government and intelligence a taboo only for the PATRIOT act to be so controversial that Jason Bourne was popular the very next year.
Yet by Bush's second term, there wasn't really as much to go on. He won via an October Surprise hand delivered by Bin Laden but then everyone's eyes were on a pending recession by the second year, he bungled Katrina, but by the end of it so much of the situation back then was pure geopolitics and stuff out of his control like private corpos outsourcing computer jobs to India.
And if you really wanna talk about his last year in office, it was significantly harder to satirize the second the '08 primaries kicked off with all eyes on pending election.
Now, why didn't they return to satire with Trump? Well
>Schisms in the NATO alliance
>Avian flu
>Israel cocksucking and being dragged into the Middle East again
>Talks of war with Iran thanks to Israel
>Paranoia around growing Chinese economic power and cultural soft power
>Growing fear around executive overreach and corruption (consistent since the 70s honestly)
>People arguing about immigration and the border
>Aggressive budget cutting for social programs and deregulation
Aside from the National Guard stuff, the tariffs, and the ICE stuff? The Trump years are basically just the Bush years all over. There's just not actually that much there to satirize beyond his demeanor and he doesn't have the lulzy juxtapose that Bush did.
