Because "anime" invokes the image of a serious, plot-driven cartoon. While "cartoon" invokes the idea of something silly and comical.

The joke that this cartoon is going for, from what I've seen, is that it's intentionally playing up the absurdity of a language learning app getting a (tongue-in-cheek) 'serious' adaption. Calling itself an 'anime' is part of the joke.
