Tony Oliver years ago said Tatsunoko gave them English scripts that basically incomprehensible. Some may say no scripts. Others will say Tatsunoko's scripts were different from the dialogue on screen anyway because the voice actors were allowed to ad-lib freely.
Oliver's explanation was pretty common for the era though: also happened to FUNimation with the scripts Toei sent for DBZ.
Some scripts being missing wouldn't be a surprise either, that would happen with Tatsunoko since they'd misplace those for shows.

You only need to look no further than the dubs for Gatchaman, the first being Battle of the Planets which was a SPC case of being so different it's its own thing.

Without having seen the Vitello Dub at all, I'm going to posture in complete ignorance that the funimation dub might have somehow been more palatable to them simply becuase of how obviously American it was. It was a lot of shock humor, pop-culture references, and general absurdity, which somehow dulled the sharp edges of Japanese cultural norms that might have still been apparent in a less-ambitious dub, if that's what vitello was.

A few years later, Phuuz did another dub picking up where the Vitello one left off but used a crop of more anime-exclusive voice actors (cheaper) like Michelle Ruff and Peter Doyle.

Lupin III pt. 2, Ultimate Muscle, Digimon, Fighting Foodons, Flint the Time Detective, MonColle Knights, and any number of other dubs with very "Americanized" humor were all provided with translated scripts. That and it was dubbed by the New Yorkers of Titan/Titra productions who gave every single asian movie they dub semi-racist accents and because they were trying to stick to the poorly animated lip flaps from the original animation, didnt help that for many years the onlya vailable masters were PAL-speed up.

Fujio's bitch until his death as Crayon Shin-Chan was the only non-Fujiko Pro anime they did until his death and TMS replaced A-Pro with Telecom and outside of their Proto-Ghibli phase between 1978 to 1982 their golden years led by Toshihiko Masuda and Kenji Hachizaki between 1983 (Inspector Gadget) to 2000 (Return of The Joker) were the gold standard of non-feature animation (they also did a third of TMS' Akira and most of Little Nemo as well) that still hasn't been touched to this very day; while Tatsunoko after The Littler Bits became a mecha studio with Macross and a bunch of other unrelated mecha shows that Harmony Gold packaged as *shudders*Robotech*shudders* that lead to the bombing of Zillion which did so bad that the team behind Zillion got laid off and ended up finding their own studio called Production I.G.

The 90s, no contest, Telecom, only note worthy thing Tatsunoko did was Samurai Pizza Cats, a show that the dub is much better then the original, a bunch of 90s Tatsunoko staff who did Taming of The Screwy and Robotnik's Pyramid Scheme for Telecom ended up finding Actus in 1998 but that was it.

By the 2000s Tatsunoko barely existed and only exists as a rights management company with the odd anime production every now of then (see 2008's Yatterman series) to this day, Telecom on the other hand started out doing bumpers for Cartoon Network Japan, some contract work for Disney Japan's The Tigger Movie and Return of The Joker buy after 2002's Secret of Cerulean Sand bombing most of their staff got laid off and abandoned the animation industry during production of Sonic X and Uninhabited Planet Survive! (the later being their main focus at the time), causing Moi Animation in South Korea to finish the unfinished work while Madhouse (with their ties with NHK who aired Uninhabited Planet Survive!) took over production of Uninhabited Planet Survive! with South Korean Dr. Movie.

Some like Toshihiko Masuda and Kenji Hachizaki went freelanced, others while technically freelance mostly became reserved on 1 thing, Takashi Kawaguchi became mostly reserved on Detective Conan movies for TMS while Hiroyuki Aoyama mostly became Mamoru Hosoda's bitch as the only non-Hosoda projects he did after getting laid off from Telecom were Bones' Space Dandy (who he was stationed at Telecom for), Ghibli's The Wind Rises and Madhouse's One Punch Man as they did the first season.

Shojiro Nishimi went to Studio 4C which he is still employed at while Atsuko Tanaka went to Studio Ghibli until they closed down their original animation department in 2014, causing her to go freelance (she also did freelance work for Telecom between 2003-2014 as well such as for Green Lantern First Flight).

2010s is when it all felled apart for Telecom as they never recovered from it, but in short; Aikatsu (Telecom did most of season 1 and the first movie for Sunrise) > PriPara.

2020 was even worse, Wellesley Wild illegally stole Animaniacs away from Telecom while their contract was still good and forced them to do Tower of God's first season and Shenmue: The Animation against their will and by that point everyone who was still at Telecom retired out of shame of not getting their baby back when they needed it the most, people who were supposed to do Animaniacs'2020 ended up either doing the forementioned Tower of God and Shenmue: The Animation (Toshihiko Masuda, Hiroaki Nogichi, Hisao Yokobori, Kazuhide Tomonaga and Yoshinobu Michihata), left for other studios (Teiichi Takiguchi, who left Telecom for ufotable) or rejected them in favor of TMS' Megalobox's second season (Takashi Kawaguchi) or didn't take anything TMS was offering (Atsuko Tanaka).

As a result Telecom only did shoddy knock offs of other studios works because the studio just given up on life(mostly Pierrot (see the forementioned Tower of God and Shenmue: The Animation, Four Knights), but they also did shoddy Xebec (Nagatoro) Studio 4C (Rick and Morty: The Anime), Studio Deen (Astro Note) and Production IG (Blue Box) knock offs as well).

Those who went freelance such as Toshihiko Masuda however were much better as they created the blue dog segments for E&H Production's Bullet/Bullet which is a through back to what Telecom did in their golden age and was even funded by Disney through Sora in Smash money as well.

Yoshiteru Tsujino who was the head character designer of Bullet/Bullet use to work for Telecom back in the 1980s but was laid off in 1988 because Akira bombed at the box office and he went to Red Corp to design Hudson's Tengai Makyou, once Konami absorbed Hudson Konami didn't feel that then needed Red or Tsujino anymore so he left Red to go freelance and Bullet/Bullet was one of those projects, but since Tsujino left Telecom in 1988 and E&H wanted 90s Telecom he got Toshihiko Masuda and every other Ex-Telecom staffer he could find that hasn't retired yet to handle those segments, those segments turned out to be the best part of Bullet/Bullet because otherwise the rest of the show is forgettable at best.

As for Tatsunoko, they ended up doing the same otaku slop as everyone else; Even Nippon Animation had to move from kids/family anime to otaku anime just to keep their lights on (baring Chibi Maruko-Chan which they're still doing to this day), hence why The Answer Studio (who NHK only got because of their work on Tower of God's 2nd and 3rd seasons as Telecom wanted too much money and longer schedules for season 2, they were never asked for season 3) did the Anne Sherly remake instead of Nippon Animation) thats how bad it is in Japan.

So in short; if you're talking about pre-1977 TMS then yes, Tatsunoko is better but post-1977 TMS, TMS is better.

there's zero reason to use actual physical cels, nobody even has that equipment and it makes the animation take 1000 times longer. you have to wait for each individual color of paint to dry before putting on another.. for every single frame. and then you have to layer each different cel together carefully to get the scene
It's for a videogame anyway, so they're GOING to be digitized at some point. Why wouldn't you do it right away? There's less than no reason to use a real cel instead of a digital drawing on a screen tablet.

Not entirely, when it comes to anime production Japan has to fund most of it to avoid making the country a copy of South Korea, it's why if American companies are sponsoring it like McDonalds, Disney (Sora in Smash money) or Warner Bros (Jojo money) it's their Japanese branch that is sponsoring it and the US branch has nothing to do with it.

The only authentic way to watch any Japanese show is to actually BE Japanese. All dubs and subs put you at the mercy of localizers who make shit up on a whim, to say nothing of how the average American will never truly "get" the Japanese mentality needed to understand what they're watching.
