It's just a standard schlocky "bad guy protagonist has to face off against an even worse bad guy", it's just Dexter or arguably Hannibal Lecter if they were a hick woman from a rural town.

That never happens, the entire point is that she targets cityfolk whose disappearance won't draw attention back to her, and the entire conflict arises from a second serial killer popping up in her rural town and drawing unwanted eyes towards herself. She is very specifically trying to stop the murders of the other townsfolk, even if it's just so she can go back to being able to freely kill random people in the city.

She was "caught" by a retarded psuedo-intellectual college drop-out. If practically any fictional detective cared enough to connect the dots regarding the influx of disappearances in that city, they would probably catch her in the act. Her greatest strength is that she flew under the radar, that's why the second killer had her so panicked.
