Why is it so common for laymen to refer to the 1990's as the golden age of animation? Do people not understand that renaissance and golden age do not mean the same thing?

because people tend to colloquially use golden age to mean "best time" and not "the first age", and so will refer to the 90s as the best disney had to offer

also, more people alive today lived in the 90s rather than, say, 30s
so it would have been a golden age for them

No, that is incorrect. 1500's Italy is not Ancient Greece. 1990's animation is not 1930's and 40's animation. The word renaissance means rebirth or revival in a literal sense.
