This version of Lex understands that other people are good and have empathy (he specifically uses that against Superman, because he knows that harming innocent people will cause Superman distress) but he doesn't really understand what that means. He sees it only as a weakness to be used against them, not a strength that can work in their favor. He is continuously thwarted because he doesn't expect other people to work together.
If Superman was really fighting alone with no friends, Lex would have won. Flat out. But he gets beaten because he completely overlooks the support network of other people who like Superman and are willing to help him.

Gunnverse Luthor was literally what Snyder was trying to do with his Luthor only actually faithful to the character and not aggressively, hilariously awful.

Updating Lex to make him less of an old school industrialist billionaire and more of a modern tech bro billionaire makes sense, but there's a right way to do that and a wrong way to do that. Snyder made his Lex too weird, nasally, unintimidating and autistic. I think the only one who comes close is S&L's version. I liked the way he took joy in torturing Bizzaro as if he was the real Superman. The scene where he stomps on the heart was cool and we finally got the mech suit... whatever he stole it from John Henry but it was still an effort. He just wasn't as smart as I'd have liked.

This guy did however and he's still wrong. The thing about Lex Luthor that Snyder AND even Gunn slightly touched on (in the most ass-backwards way) is that he believes he's doing the right thing. He thinks Superman is a threat to be stomped out like an infestation. Is there an underlying jealousy? Sure. But it isn't as blatant as Gunnigger made it. The reason it doesn't make sense in that movie is because he doesn't hate all aliens. You got Hawkgirl and Guy Gardner running free from Lex's ire. Its just Superman because thats how it is in the comics.
Also amongst other things Gunn ripped off from the Snyder movies Lex creating a creature to destroy Superman only works if the creature is better than Superman. Hell even Nuclear Man in Superman 4 almost won.

Example: This guy uses a mug and talks so only Superman can hear him to cause him to go into a rage. However because he chose to fling pencils at some girlfriend his entire plan is put to ruin. He is shown to be confident in and know what he's doing. Down to the most minute detail. But it isn't consistant. He breaks into Superman's house, leaving evidence that it was him and has no idea what he can find until it's handed to him. However he has no failsafes for if Superman escapes. This was a bad character.

I made nothing up. If he wasn't meticulous he wouldn't have been secretely trading with Boravia so he could own Jarranpoor. He wouldn't have gone out of the way to not only hide Ultraman's true face but also hide his regular costume in the Hammer of Boravia get up. Instead of letting Knife Hands go into the Fortress he pulls her back, he unleashes a monster in order to distract superman, and then invades the fortress. These are the actions of a careful planner.
