My first time seeing Green Lantern was Justice League. For a long time, the only things he ever did with his ring was shoot green lasers and erect force fields. So I thought that was all the ring could do, instead of, you know, make constructs of any object ever limited only to his imagination.

Yes. Apparently whoever had the final say on animation considered it too expensive to draw more complex constructs compared to simple beams and such, so it was basically mandated that they stick to the simple shit to save money, even if an episode might otherwise have room for it in the budget.
Basically penny pinching.

You've never had a job in the animation industry so I'll be the one to inform you that production pipelines are a bit more complex then just drawing stuff.

For every construct they either put into the script or storyboard it needs to go to the design team so they they can make the design plans for how to handle it and send it to the animation team overseas.

It might seem like a small thing, but design is one of the most understaffed and overworked sections of the animation industry, so coming up with assets would have been a meaningful burden on production.

Every weapon or locale, every character or font, every, color or vehicle, even the way they visually depict (design) the powers needs to be run through the design team and one of the quickest way to overburden them is to incorporate into a story a type of asset that needs to be re-imagined, re-designed, re-approved every episode. I don't know JL or JLU's production schedule but if it's anything like other warner shows from the era it wasn't like they had all the time in the world.

In X-Men, humans try to stop the Juggernaut with tanks, so Juggs laughed and said, "Sticks and stones may break my bones but tanks can never hurt me!" I thought he wasn't joking. I used to think Inspector Gadget had always been a robot turns out he just had a pretty messed up accident slipping with a banana peel.
