There was another redhead that was his henchman, a bald henchman and "General Lupo" who was also bald. I think they a lot of characters were bald because it was just faster to draw, and it even looked like they just quickly scribbled hair onto Luthor in this one panel.The next time Luthor appeared he was wearing a mask and wig, and was bald when he took it off. The fact that he's bald wasn't even mentioned and was likely just a retcon the way the Daily Star was changed to the Daily Planet.They could have said his hair burned off when his blimp crashed or something, but it didn't really matter in that story. So the simple answer is that he was ginger because of the limited color palette they had that made a lot of characters gingers, and he went bald because it was just faster and easier to draw.And that's why Brainiac is just a pantsless Luthor palette-swap.
