Cow & Chicken/Im Weasel are really popular in Latam as well, it is weird how much hate that show gets in the United States nowadays at least from "online reviewers", the current Brazilian Burger King's Kids Meal includes Cartoon Network shows and one of the characters is Cow (no Steven character at all, Lmao)

It depends, usually I think the joke is he's too stupid to know they're saying no because they make a weird condition he thinks he can meet or they make a pun or joke to tell him off he doesn't understand.
I don't recall him creepily pursuing women that tell him no, he takes rejection somewhat well all things considered.

Both Europe and Latin America liked it more than in America, the latter because of Super Cow speaking Spanish. Not to say it was unpopular in the US, absolutely not, it got high ratings, good critical receptions and the pilot won an Annie Award. Both David Feiss and Charlie Adler has acknowledged this.
