What exactly does it mean when a production gets canned because "the story wasn't working"? Do they not pitch these ideas with all three acts in mind before moving into pre-production? Even if the three acts are rough ideas, at least SOMETHING is on the paper.

Imagi, which was the studio that at that point was known for TMNT, was set to get this off the ground with the approval from Nintendo and were hoping for them to get involved with production.
