What exactly does it mean when a production gets canned because "the story wasn't working"? Do they not pitch these ideas with all three acts in mind before moving into pre-production? Even if the three acts are rough ideas, at least SOMETHING is on the paper.

Imagi, which was the studio that at that point was known for TMNT, was set to get this off the ground with the approval from Nintendo and were hoping for them to get involved with production. However, by the time their next movie Astro Boy became a box office failure, all of their plans have been scrapped, including all of the studio's other projects they had in development such as Cat's Tale, Tusker (a movie originally made by DreamWorks before that was canned), their adaptation of Gatchaman, and their sequel to TMNT, as the company had shut down.
