When this guy showed up and it turned out he was in jail all this time, how does that make sense? He was supposed to be trailer trash and he got attacked by Luannes's mom and Luannes's mom was in jail and Luanne wasn't traumatized for it, so why was Peggy keeping it a secret that his brother was also in jail? It makes no sense. It feels like they had no idea how to keep the show going, this wouldn't have happened in earlier seasons.

Like the episode about Peggy’s mother that changed her mom’s appearance and personality from when we saw her in season 2 (but weirdly kept the same voice actress). KotH never got bad, but comparing the Luanne’s dad episode to the Luanne’s mom episode from season 2 is like comparing the high Minor Leagues to the Major Leagues. In their prime they could go really dark without ever feeling like a Very Special Episode.
