he attacks Batman psychologically - and there is alot of material there. It makes him stand out compared to whatever villain of a weak Batman mashes to paste. Batman is never weak physically but mentally he is still a traumatised boy, so the joker's attacks are always threatening when the writers actually know what they are doing. Also he has permanently hurt parts of Batman's life like crippling Barbara so he isn't all for show either. Finally - he is written to actually really like Batman so he isn't angry or rage filled like 90% of villains but obsessed which enables his comedic elements to shine.

In the 80s outside Miller , shooter and Moore or the film wasn't in many stories
In the 90s outside Batman TAS barely was in other medium(neither films nor comics).
In the 00s was shilled a lot, so much that after flashpoint it was forced to have a one year break.
And this decade is not as shilled as the 00s, he has that multiversal story by Chip and is one of the two villains in DCko, but is not as shilled as the las two decades.

It's because The Joker and Batman are the two halves of The Shadow. If you combine both characters together, you get The Shadow.

Batman's earliest comics were not only rip-offs of Shadow pulps from Street and Smith, but Commissioner Gordon, Red Hood, and even The Joker were all ripped straight from stories written by Maxwell Grant (a pen name for Walter B Gibson, Theodore Tinsley, and others) for the magazine. The Joker was pulled from Tinsley's Whisperer pulp story "The Grim Joker". The Whisperer's lead character is named Commisioner Gordon.

Bob Kane might have stolen Batman from Bill Finger, but Bill Finger (and Gardner Fox) certainly stole a lot of The Shadow from Gibson and Tinsley.
