Anime is literally just shorthand for animation, all animation seem as anime in Japan.
The divide between Anime and Cartoons is entirely artificial and self imposed by the West, which makes no sense when you remember that anime as a style stemmed from old western animation styles, and the only reason modern Western work looks so different now is because of a whole experimental/radical shift in animation in the 90's.

I think it's interesting, considering how South Park has a notable Japanese fanbase, than an episode like this wouldn't be seen as an episode parodying "anime" since South Park already is an anime to them.
I think the joke would still land, but it'd be from the perspective of it being a genre shift from cute adult comedy anime to shonen action show anime. Instead of it being a parody of anime in general.

I would still say that the Bakshian mode that dominates American animation today is more similar to Pinocchio (the biggest influence on anime by way of manga and Tezuka) than it is to the avant garde members of its own group. If they went back to Hanna Barbera eyes and then added extra shines to them you'd have 70s and 80s anime.

You can make a Japanese word for "animation" using kanji but it's almost never used. Also, try that telling that to anime otaku. They're so attached to the illusion of separation and exoticness of the Japanese that it just never enter their minds.

Your average Japanese person still differentiates between Japanese and Western animation though. Just like how in America you'd call Le Samouraï a foreign film, they call Western cartoons foreign anime (海外アニメ)
