I think of all the 90s characters, only War Machine managed to survive the 90s crash, and even he did not do well immediately after it either. The rest of the 90s characters had their books dropped, they were forgotten or killed off and that was pretty much that.

Deadpool is the 90s character that managed to survive the decade

But the deletion of 90s characters was not just a Marvel thing. DC has purged just about every one of their 90s heroes and villains too. The few that are left are incredibly obscure these days. Kyle Rayner, Tim Drake, Kon El, Impulse, Jack Knight, Ray, and all of their villains. Only maybe Bane made it through to the modern day.

It's partially that (Didio and Quesada definitely were Boomers around during Silver Age) but also the narrative that 90s crash happened because of 90s characters (which was untrue) so they used it as an excuse to sideline them and bring back "classic" versions

The whole issue of why Ghost Rider turned into a giant failchild character is four fold.

1. Garth Ennis. The little faggot was patient zero for Ghost Rider the franchise being irrvocably fucked. Howard Mackie maliciously undoing the Ivan Valez run purely because Mackie was pissy that Valez actually answered the question of who the second Ghost Rider entity was, something Mackie has bragged about never ever intending to reveal save for confirming it was NOT Zarathos, could have been damage controlled by later writers. But Garth was in full "I don't give a flying fuck" mode when Marvel threw money at him to write a Ghost Rider mini in the late 90s and only had vague as fuck memories of the 70s Ghost Rider, so Johnny Blaze was suddenly GR again with ZERO explaination and the artist was pissed as fuck at this, as he wanted to draw the Danny Ketch version, that editorial threw their hands up and told him to draw Blaze (who's GR had a distinct visual different from the Ketch version) like he was the Ketch version. And Ennis himself going into full "fuck comic book fans" mode, basically saying he was writing for casual Hell's Angel biker enthusiest types, not fans of the franchise or even Johnny Blaze (who Ennis dismissively considered to be a Hell's Angel type biker and not a stuntman ala Evel Kenival like he was in his original run.

2. Jason Aaron and Daniel Way. Both I'm lumping into this because their respective runs kept Blaze as Ghost Rider because "fuck you that's why" AND kept him in the Danny Ketch design because by this point Brevoort knows they fucked up and rather than course correct and bring back the status quo people WANT (Danny as Ghost Rider and Johnny as a bad-ass normal mentor, with a shotgun that shoots hellfire), they decide to kee dressing Johnny up as Danny in hopes of tricking people into buying the book. And more importantly, kept hard retconning shit and not even GOOD retcons, like restoring Danny's GR entity to his Valez origin (which is that he was an ancestor of Danny who was lynched for fucking a black girl and who's soul was then sold to the devil for added spite by his devil worshipping racist daddy). Instead, we get bullshit involving Heaven having Seal Team Six type Angel attack squads and Zarathos being retconned as one of those types of angels who was sent in to infiltrate hell and some shit. And when they did bring Danny back due to popular demand, they fucking treated him like dog shit before giving him an Anti-Venom type new GR spirit that no one liked and Aaron and Way kicked him out of the comic and back into limbo as soon as humanly possible, because both didn't give a shit about the franchise and were basically in a spiteful "earn a paycheck and hopefully get a better book assignment" mode.

3. Brevoort FINALLY caved and replaced Johnny.... with a DEI spic who's entire character is the polar opposite of the entire premise of Ghost Rider. He rides a car that is haunted by the ghost of a family member and has no angst and pals around with other DEI heroes. BUT, in one of those insane twists, he's ACTUAL FUCKING POPULAR. Granted, a decade and a half of bullshit from people who don't understand the franchise is such that a clean slate character like Robbie Reyes was a palet cleanser of sorts. But he had a cool visual and an interesting character. Too bad he has a dick though. Marvel literally nuked Robby from orbit because he was way more popular and sold way fucking better than Sana Anamat's OC self insert Kamala Khan. Worse, Jason Aaron got his fucking mitts on the character and raped his lore because he had gotten super defensive about his rape of the Ghost Rider franchise by this point.

4. But this is the biggest one: NO ONE fucking knows WHAT TO DO WITH GHOST RIDER. People want him to be part of the greater Marvel Universe but no one wants find a way to organically fit him into it and have it be natural. Rick Remender wanted him to be part of the Uncanny Avengers roster but the sole annual featuring him was dogshit. Marvel keeps wanting to try and reboot the Midnight Sons line as an actual group, but they keep sticking A-List and worthless meme characters like Magik into the branding that defeat the point. We can't even get a revival of Nightstalkers with those three guys and Ghost Rider because Ryan Reynolds's crybaby ass made Drake and Hannibal persona non grata because Reynolds didn't get his spin-off movie like he wanted.
