Why was Oh Yeah Cartoons not as memorable as What a Cartoon? They had 96 shorts compared to the 48 WAC had.

Different time period and circumstance. Creator driven cartoons were already a thing by the time Oh Yeah Cartoons came out so the novelty of it was gone. There was also more competition as the channel already had Spongebob, Rugrats etc while back in the day Cartoon Network was more vintage with old Looney Tunes reruns so the more modern cartoons stood out in comparison.
