I used to do in home appliance repair and this rich boomer had a life sized betty boop statue by his front door.
Im pretty sure it was this one and maybe that is literally that guy's living room in this random google image i found.

It's a call and repeat line from a song by Cab Calloway (famous black singer in the 20s and 30s) called Minnie the Moocher; about a good natured, perpetually broke bar floozy called Minnie who ends up meeting a sad end becoming a heroin addict that ODs.

One of the very first Bettie Boop cartoons was a cartoon that had Bettie running away from her strict Jewish parents who insist she eat only Jewish foods, only to end up in a cemetery being chased by skeletons and ghosts, one of which was voiced by Cab himself, while Minnie the Moocher plays in the background, until she runs back home to stay.

Sad cartoon was the one that made her a huge hit with fans in the 30s, causing her to be forever linked to the song.
