I think that's a correlation not causation thing

Blue Devil hasn't shown up in a lot of mainline books aside from cameos for the last decade or so
He shows up more in elseworlds like Injustice or DC vs Vampires or DCeased or Dark Knights of Steel
And since those elseworlds tend to kill off characters for fun, he'll show up just to die

Are these examples of the Worf Effect where a strong person is chosen to be killed to underscore how tough a new adversary is, thus making the person killed come across as a jobber? Or is it not quite the same?

Tends to happen with robots or cyborg characters most often since you get to kill them without actually killing anyone at all. No gore or anything, just metally bits everywhere. So Vision and Red Tornado get it most often.
