If they were smoking anything, it was their own farts, and they couldn't get enough of them. Pinky, Elmyra and the Brain is honestly better, because at least that series is amusing due to it wallowing in self-deprecation. Also the Powerpuff Girls did a fantastic 11 minute Beatles parody/tribute in the late 90s so that's not the issue here.

I was a kid at the time and pretty fucking familiar with them as a result. Bands like Oasis and Nirvana were basing songs on their style and directly covering their music. There's literally nothing surprising about them showing in a cartoon at the time.
