He didn't simply want to ruin Superman's reputation but rather to prove that he was right that relying on the alien was stupid. Even if you had a "good superman" and a "bad superman" flying around, the good one would still be considered a savior. And even if he somehow ruined Superman's reputation, he'd only do so through the context of fear.Revealing Ultraman's true nature to just Superman was his way of saying "you're not special, look, I just made another one of you".Making people think that Superman just got beaten by some random Boravian metahuman is far more damaging than showing off Superman falling to a clone of himself, which specifically still portrays him as "above" everyone else.The goal wasn't simply to ruin him reputation wise but to psychologically tear him down on a personal level based around how Lex thinks he sees himself.

However he killed the one street vendor faster than he expected and then his next victim choice was Clark Kent, who obviously was nowhere to be found while Superman was being held. That bought him enough time to escape the next day.
