Did Terry protect Gotham better than Bruce?
Didn’t he always forgive his sidekicks for killing people so long as they weren’t intentionally trying to kill people and didn’t keep doing it? I don’t think he’s ever wanted to put red hood behind bars for example, he just wanted him to stop killing people. He didn’t get pissed at Tim for shooting the joker. Then there’s Damien, who had an insane kill count before he managed to get him to sympathise with his no kill rule. So with Terry it’s not that he’s ok with him killing, it’s that he’s understand the kid is young and doing this alone and he’s not going to have a go at him if he’s not able to save every villain or has to take a life to save his own. For the most part the only person Bruce has ever seriously imposed the no kill rule on is himself.
