Yeah well for that you're gonna have to write the holodeck programs. I'm pretty sure it's only the really advanced stuff from starfleet that can do whatever the hell you want, the standard "civvie" ones are probably more like the holosuites from Quarks' where you have premade programs.

Obviously if a foreign national is accused of a crime, you can't just sit him in front of a firing squad right there and then. You need to go through the due process in order to convict him.
