Their show was never traditional animation and they don't have a backround as animators like Judge or MacFarlane. They've made multiple movies, a tv show and Tony award winning Musical. Unless you were poor or from the third world (which disqualifies you from the mainstream cultural narrtive of the time) every household had a computer by like 04.
It was a tossup if a kid was allowed to use it but adults definetly used them for email, mapquest, and various work related tasks.
On top of this if you worked in an office you had a computer right in front of you all day, likely one connected to the internet for which many slacking office workers would share memes and short videos. Virality was mainly dictated by the bored late 20 something in the office.
By 08 all schools had computer labs and as a kid growing up in the 2000s you were explicitly taught how to use one but few had the oversight to block websites meaning that kids would just go online and play flash games or watch youtube.

Cartman is the only character worth anything. His scenes aside, all episodes for the past few years have been very boring and unfunny. They should cancel the series and do a Cartman spinoff, same voice but different writer. Preferrably someone who still has his balls and is not afraid to be funny

the thing about That's My Bush is that it was almost a non-joke. It was made in the early months of 2000, way before September 11 and the idea was just going to be to use either Al Gore or George Bush depending who won(very similar to what happened later, they predicted Gore would win). Bush is only faintly a parody of his public persona at the time of a well meaning and boisterous if kinda goofy politician, but he's more a general silly sitcom dad.
Once the controversies actually ramped up after 9-11, they generally dropped mentioning Bush at all during South Park. It was cancelled a month before September 11, but there was basically no way they'd continue it after anyway.
