Why was the name "Irwin" in cartoons associated with higly annoying characters, or someone seen as a joke?

Some names just have natural associations with certain personality archetypes. It's a bit like Nominative determinism.

Irwins are annoying dorky nerds.

Tiffany is a preppy popular girl.

Kevin is a problem child.

Agatha is an old witch.

Timmy is a younger brother who would fall down a well or something.

Dennis is a menace. That sort of stuff.
