Rose wasn't a bad person.It's just that we see her character arc in reverse.Every time you learn more about her it's from further in her past and she's a little worse than before. This makes it seem like you're uncovering her true nature and the initial version of her was a lie, but it's really just that you're seeing her redemption backwards.

You could argue that choosing to create Steven despite the personal costs to herself was selfless, but seems as though none of the Gems their were in on this decision and Rose didn’t even leave them proper instructions on what to do without her. That’s incredibly short-sighted and foolhardy given that she knows the Diamonds have it in for the Crystal Gems since they’re still operating under the assumption that the Gems killed one of their own. Did Rose really think they were gonna let Pink Diamond’s supposed murder slide like that? Just having one scene of her passing the torch to Garnet or her saying her goodbyes to the Gems explaining herself would’ve done a lot to make her seem less irresponsible and reckless. I always thought Rose was a cunt, even before the Pink Diamond reveal.
