Here is the confirmed full plot, corroborated with someone who has recently seen a preview combined with secondary media.

>movie opens with a flashback explaining how Nick and Judy defeated Bellwether and how it's been several months since, the new mayor is a buff Patrick Warburton horse who used to be an action film star
>Zootopia is preparing for its centennial celebration, with a gala being thrown by the richest family in town, the Lynxleys
>we rejoin Nick and Judy as they are undercover, acting as a husband and wife, with Finnick as their baby
>they are trying to intercept an anteater voiced by John Leguizamo who is smuggling catnip, they initially seem to be doing well thanks to Nick's silver tongue but then Judy fucks up picking the lock and exposes them
>highly destructive car chase ensues which leads to the mayor's new statue being broken, several ZPD officers to be injured, and credit for the smugglers' arrest going to two asshole zebra officers, the 'Zebros'
>Bogo chews out Judy and Nick, calling them one-hit wonders and saying if they fuck up again he will split them up, then orders them to attend counselling
>therapy session plays out as in the trailers, just stupid joke after stupid joke, nothing constructive achieved apart from giving Judy and Nick more ammo to hate their jobs

>Judy compares the anteater's van with the catering van going into the gala and sees it's the same one, she cartoon-teleports to Nick's flat and says they should investigate since she found snakeskin in the van
>he says no, but she strongarms him and they drive to the party in Judy's shitty old meter maid cart
>at the gala they put swanky outfits on and Nick is quite obviously taken with Judy in her yellow gown but he plays it off
>Nick is sent to check out the Lynxley book, which is on display, while Judy dodges Bogo and chats up Pawbert, the awkward nerdy son of the Lynxley family, it is evident his father and brother and sister don't respect him at all and they shove him off the stage
>Bogo catches Nick and in the chaos a snake appears on stage and steals the book, sending the crowd into a frenzy

>we now discover that the horse mayor is under the thumb of the lynxes and has been intimidated into being their puppet, he reports back to them about Nick and Judy's whereabouts throughout the film, otherwise a pointless character

>a lizard named Jesus (yes, really) sits them down and analyzes the book, he says there is a page missing and also explains that there is a secret message hidden in the metal cover only snakes will be able to see when it is heated
>he also says the centennial expansion will lead to Marsh Market being frozen and bulldozed to make room for more Tundratown, so the reptiles will be further displaced (ARE YOU PICKING UP ON THE SUBTLE ALLEGORY YET)
>the snake shows up again and steals the book, Judy and Nick chase him across the market and into the water tubes, a fun chase sequence ensues but Judy almost drowns so Nick grabs her and diverts them out an escape valve

>an even more unfunny sequence now happens where Nick phones Clawhauser and gets him to hack Paul the mole's computer to disable the ZPD's comms, this is excruciating and goes on for far too long and is ultimately pointless
>Hogbottom gets in position to tranq Judy as she goes for the Tundratown weather controls but Milton, via the mayor, gets on her comms and orders her to switch to a kill instead
>she reluctantly switches her gun to kill but at the last second Flash's car pulls up and deflects the bullet, Judy and her team make it to the Tundratown control room and successfully disable the snow blowers
>but UH-OH, in doing so they reroute heat to the part where Nick and Nibbles are, Nick almost burns alive and for a second it looks like Nibbles has abandoned him but she chews back through and saves him just in time

The story already shows a lot of deviation from Disney's regular feminism bullshit. Judy doesn't listen to Nick and therefore gets poisoned. Who saves her life? A man. The same man she didn't listen to and now has to fight the bad guy to save her. Judy's a literal damsel in distress and a man is going to save her. They even added that strange jealousy angle with Pawbert. They didn't need to put that in. Its almost like an 80's movie where the guy fights the villain to save the girl.

There was no climate wall in The Godfather of the Bride and the comics already had another mayor. Considering that the first movie had a hellish development, going through multiple re-writes even after they had started animation and voice work, and had to have Pixar come in to save the project and actually get it released, it's not surprising that Disney held off so long on making a sequel. The fact that Zoot blew up so hard and made a billion dollars came as a complete surprise.

Zootopia wasn't made when they still used spears and stones. Its assumed each animal had their own separate biomes like during the rally, this pig was telling this cat lady to go back to the forest then she said she was from the savannah. Looks like Zootopia was constructed as common ground for creatures of different biomes to co exist. I remember the directors being interviewed about what inspired this. There is a real life natural event among animals that if there is a drought, there would be a truce and you would see all sorts of predators and prey animals all gather together where there's water to drink without harming each other.
