Because a single game is repetitive as fuck for a series. It works much better as a one-off movie.

Series are for things like Xiolain Showdown where the 'game' each episode can be anything the characters come up with.

Western cartoons focus on an episodic nature, so they usually don't focus on actual sports related storylines, cause otherwise you might as well just watch real people playing with real sports equipment beating each other up irl. So they tend to either go one of two ways

1) Turn them into superheroes like the Mighty Ducks
or
2) Turn them into superheroes while spamming sponsorships out the fucking ass like Rush Zone

Unless you're talking about like those old Goofy "How to [x]" cartoons, in which case I agree, they need more of those, they were some of the funniest shit I've ever seen.

Cause there's a massive lull between games for romance, drama, and hype building, and every single game is given the dramatic importance of a Dark Souls boss. So you might only get like two to four or five games a season, but they'll be multi-episode affairs that treat it like life and death.

probably writing and content issues. you have to talk about things other than the sport if you want a narrative. will the cartoon also deal with the multiple ways of cheating? betting and gambling? corrupt coaches? politics surrounding the sport when it's on a different field in a different country? the crime that comes with big events? arbitrary rules? dealing with injuries? mechanical and engineering problems if the sport involves machinery? the obvious teamwork being superior to individual performance? genetics and unfair advantage overtaking experience and hard work? rigged matchmaking algorithms (EOMM) if it's video games? will it point out that spy apps like porofessor is a form of "acceptable cheating" since it has features that are pay to play, or the simple observation of other players not helping you if you're on a losing streak and playing around you if you're on a winning streak (and vice versa with the enemy team, picking on you for losing streaks and respecting you for winning streaks). will it address the fact that often taxpayer money goes to privately owned stadiums and whatever shenanigans that comes with? if the show focuses on only one sport then a lot is lost that way too since there are so many different sports.

everyone wants it to be some simple bullshit about competition and overcoming but sports are one of the most dumbed down things in existence because it's bread and circus and a way to make money instead of self improvement.

Because they ultimately end up being from foreign animation companies and end up being about soccer, the most boring sport that Europe and Latin America cling to much like the North Americans do to any form of measurement other then metric. To spite the better option.

Most cartoons don't give a fuck about writing realistic narratives. You might as well say that no cartoon should have ever been made.
