But anyway I always assumed (maybe wrongly) that Batman in comics would be in favor of keeping the worst villains incarcerated for as long as the law allows. He knows they aren’t going to change.

The real answer is: this serialized action adventure entertainment and that's supposed to have loose continuity. You're not supposed to wonder why Dr. Killeverybody keeps causing trouble, you're supposed to enjoy Captain Goodpunch foiling his plans.

Humans can be surprisingly fragile in some cases.

Crimefighting is a tough gig and he's had a rough couple of runs. It's understandable that he would have moments of cynicism, especially when discussing a like a serial repeat offender.
