It was planned for years, to the point that they pushed it back for a considerable amount of time. It was also during the era of strong editors. Nowadays it seems like crossovers are either there for stupid reasons like synergy, or to get a bunch of new #1 issues on the market, or because it's a writers baby (see Snyder and Death metal or Hickman and Secret Wars).
