I mean it did kinda suck ass sometimes.
Arnold was beset by weirdos, bullies, and even actual dangerous criminals numerous times.
But conflict is the essence of story telling, so an environment where you can find conflict around every corner is ideal for almost any medium. Furthermore, for every urban threat Arnold stumbled into he also found a new friend, a new project, or some other point of interest
Cities have more crime because they have more everything, more people in closer proximity, so the average person is more likely to find some obstruction to their daily life, and while that might be unappealing for an actual person, its exactly what you want for an episodic series.
If Arnold lived on a farm or even the suburbs, the show would be fundamentally different, he'd never trip over a bag of dirty money, he'd never find a mole man in the sewer systems, he'd never find a guy who's only friends are pigeons on an abandoned building. Think of all the shit Arnold ran into just walking to anywhere.
Shit happens in the city, and shit needs to happen in a story.

EEnE was great but its nothing like Hey Arnold. The point of the Eds was that they pretty much cause all of their own problems. Nearly every episode was about the Eds concocting some scam, it backfiring, and them having to deal with the consequences, and much of the humor came from exaggerated slapstick and character reactions. It was good but desu the series is kind of a blur in my memory.
Hey Arnold was always about Arnold finding a problem caused by someone or something else, and him having or wanting to solve it. Arnold met whole new characters almost every other episode.
I think the actual closest thing to Hey Arnold set in the burbs might be The Simpsons.

I grew up in New York all my life and moved out some years ago. I wouldn't call it the best place in the world but I genuinely do think it has a lot to offer, even if it's not the best place to live.
