Bluto is from the Fleischer Cartoons. Brutus was the original character from the original comic strips, but he was a minor character and Popeye's true nemesis was the Sea Hag, which I don't believe ever appeared in the Fleischer toons. It's almost like two timelines. And the Popeye Robert Atlman movie is the blending of both.

You've mangled things entirely. Bluto was always the original character, from the strips. He was an entirely minor character, an antagonist for one sequence. Fleischer, for some reason, latched on to him and made him a main character. The result is many years later, King Features actually thought he was created by Fleischer entirely, and so that they couldn't use the name "Bluto" in new animated projects. As such, he was renamed Brutus. With later, better archiving of the strips, it became clear that no, Bluto was originally from the strips, and merch returned to focusing on Bluto over Brutus. By the 90s or so, there was proposals to merge both and just say he's named something like Bluto J Brutus, but there had been an 80s comic with a more realistic art style that had said the two were separate characters and brothers, and that ended up being what stuck instead.
