It makes sense when you notice that wild animals don't have thumbs, and the majority of these stories existed solely to get kids to behave. A scary story about a monster that can't break into your house was just more effective than saying "Close the door so raccoons don't get in."

Yes. Basilisks are basically story-breakingly overpowered in-universe. It's unclear why the first basilisks to appear didn't eat all magical life to extinction shortly thereafter. Out-of-universe they exist as plot devices to cover some details that would otherwise derail the story.
