He really has nothing in common with Doom, who is a tyrannical force of order. Doom is more an anti-FF or anti-Avengers villain, while Joker is pretty much a Batman villain who occasionally appears in some Justice League stuff, but isn't really powerful enough to go toe to toe with the big guys. If anything I would've thought someone would suggest Lex Luthor but again, I think that's wrong due to being a corporate evil rather than a political evil barring the brief Presidental stint Lex had. And Lex's motives tend to be more of a smaller scale villainy than the outlandish lengths Doom has gone to, although they both have a pettiness to them vs Superman and Reed.

Joker is wanked far beyond the original concept with tons of plot convenience and just plain shit writing. Doom started out powerful and constantly works to obtain more power, often succeeding. He's been the subject of a lot of power creep, i dont think thats the same as wank

in terms of gary stu-ness: a toss up between the joker and lex luthor, leaning more towards lex.
doctor doom ALWAYS knows how to solve the problem and do whats necessary, but he doesn't, because he's a dickhead.
he knows all the fighting styles possible or necessary, is able to access magic, science, and whatever else he needs to make himself stronger.
kinda like lex luthor, who always has the power up necessary to fight whoever the story needs him to, whether it be magic, science, or etc, you get the idea.
in terms of overall character: probably raas al ghoul if you dont wanna say lex again, but yeah, lex is still pretty similar

The closest thing they have is Black Adam
