Why is the joker more popular then virtually any other comic supervillain out there? What made him endure for so long now?

The joker is popular because Batman is, simple as. If Swamp Thing had gotten two insanely popular cartoons, a movie trilogy that defined a decade of capeshit and most of his videogames were decent we'd care about Captain Planet or whoever the fuck he's generally beefing with

He’s Batman’s most extreme opposite, all the others reflect him but Batman is the hero dressed as the villain while Joker is the enemy dressed like a friend.
He’s also entertaining when done right, Joker fatigue is real but there’s a reason he stuck around, he’s funny and versatile compared to villains like two face or mr freeze

Like Batman, Joker is versatile and there's various versions of him that any writer can use. Want a homicidal maniac? How about a campy jokester? Or maybe a calculating genius that likes to make meta commentary aka how Grant Morrison writes him? Or maybe a little bit of everything? Doesn't matter all options work.

Joker did. You could argue that Joker was in better media, but were things like the 60's/70's Batman cartoons that good to make him last until a bigger, more notable adaptation like the 89 movie?
Sometimes it's a matter of just having a solid design and angle.
