People calling this a 'crossover' don't understand what it is in marketing language. It's brand synergy, it's brand identity, it's creating the sense of an era that you can either experience or miss out on. "Samurai Jack and Johnny Bravo do laundry" isn't what the usual crossovers look like, but showing all these characters together in every single ad break creates an invitation of "hey you, you like Samurai Jack. Watch Johnny Bravo."

Even then the CN City era still had some gems like Megas XLR, Samurai Jack, a substantial part of EEnE, etc. so it wasn't all bad. CN from roughly 1998 - 2005 was the overall peak of the network IMO, and you could split that across both sides of 2002 as a gradual rise and gradual fall.
