Divide that by 39 seconds and you have 821kbps as your target bitrate. But depending on the encoder and the video you may overshoot or undershoot. Divide 3.99 by your video's size and multiply the result by your previous bitrate to get the new bitrate and reencode to get closer to the size limit. You can also use webm for retards or that python thing anon made.The comment about the length being so short that VP9 isn't worth the effort is because it doesn't seem like there's much difference between H.264 and VP9 at higher bitrates. At least not enough to be worth it when one takes 60 seconds per run, and the other nine or ten minutes.Also:-It's sort of critical that you enable two-pass encoding. Turbo is fine.-Don't forget to strip the audio. A 64kpbs AAC audio stream adds about 0.33MB for this video. The size could be lower with VP9/Opus, but it's still wasted on /co/.
